Letter To Community - Winter Issues

Dear Friends and Neighbors,

The winter season is here in a hurry. It is this time of year that we all enjoy sledding, snow mobiles skiing and all sorts of winter sports; all of the things that make our community a great place to live. There are a few things that we should all remember in the winter months:

  • In cold weather, there is an elevated risk of freezing pipes and water line breakage. Be sure to remove hoses from outside water faucets. It is always a good idea to turn off the water to your cabin when you are away, and especially during cold weather.

  • Snow mobile trailers should be stored in the upper parking loop off of Mountain View Lane or in the parking lot below the clubhouse. Vehicles only may be stored in the lower parking loop off of Mountain View Lane. Trailers should not be parked in driveways or on lots unless they are screened from view. Boat trailers and boats should be removed from the parking loops before November 15th to make room for snow mobile trailers.

  • Each lot-owner should consider where to park in the winter, when some roads are inaccessible. A map will be sent out shortly outlining the parking areas. In the meantime, attached is a document outlining the Parking Regulations. Be sure that you are parked out of the way of snow plows and the Kachess Community snow blower. Do not block access to the fires station, fire hydrants or emergency vehicle access.

  • Via Kachess is a county road and is posted no parking from mile post 0.8 to mile post 2.2 (end of the road.) Any vehicle, trailer or snow mobile parked in the 60 feet of county right-of-way may be ticked or towed by the county sheriff without notice. The county enforces parking laws more vigorously during the winter months to ensure snow plow access. If your winter parking area is in the front of your lot, be sure that you are not parked within the county right-of-way.

  • The community designated winter parking areas are for temporary automobile parking only and not for motor homes, trucks or construction equipment.

  • Randy Hoffine has been hired by the community to plow the roads in the association and has asked that any personal plowing requests not be made while he is performing the association duties. If you would like to hire Randy for personal plowing, please contact him during business hours, not while he is performing Kachess duties.

This December, we are selecting a slate of candidates to run for board positions. If you are interested in serving on the Kachess Community Board of Directors, or would like volunteer to help the community, please contact Mo Hanan at (425)392-2424 or Joy Gulliver at (509)656-2456.

One of the most vital assets in our community is our water system. We have discussed at length the need to keep our water system up to date and to establish measures to maintain our system. Last August, the community approved a temporary increase in annual assessment to fund our reserve maintenance fund over the next five years. The Kachess board has committed to doing all we can to preserve and maintain our system, and in this interest, Dr Shenton Oh has researched a number of options for the community. Please see the attached letter for a full review of the water system and expert opinions on our options and recommendations. While this information is given as information only, we encourage you to read this study in full and to give us your opinion on this matter. Before we can make any changes in our water system, we need your input.

The most pressing issue with regards to our water system concerns state law RCW 70.119.030. The law states that a water utility shall have a state certified water system manager.

The board of directors is faced with many decisions, including the need to assign a water system manager, and whether or not it is in the community�s interest to continue to operate our water system as a private system or to transfer it to a public utility. This is a major issue which will take a great deal of discussion, thinking and analysis by the whole community.

While we discuss the future form that our water system will have, we need to open up our options with regards to sources of water. We have been conducting a test of the water system for the past year in an attempt to determine if the water source is ground influenced or not. Determining this will have a great effect on the future rights of the community to source water. This testing is in its final stages. One option we have for water sourcing is to utilize two wells that were installed in the community many years ago. This will require testing and analysis, which Dr. Shenton Oh is handling.

Also attached is an outline prepared by Dr. Shenton Oh outlining the courses of actions to be taken for the various proposed options with the water system.

The next board meeting will be held Saturday, December 3rd at 9:00am at the Kachess Community Clubhouse. We encourage you to attend to ask questions and stay up to date on the happenings in the community.
