Water System Update

October 17, 2007

Hello Kachess Community Friends and Neighbors:

The proposal to replace our water system piping including the six inch main and overlay all roads in the community with the exception of Via Kachess has passed.  The vote to indebt the community so we can borrow the funds to get this project done all at once also passed.

First, we want to thank Bob Angrisano who was appointed by the board to work with consultants and gather information from potential contractors.  I also thank the Kachess Board of Directors who have put in a significant amount of time putting this proposal together.  Finally, we want to thank the over 50 Kachess members who participated in one or both of the meetings last week.

The two meetings were very constructive.  There is a collective wisdom in our community that is invaluable.  It was nice to see so many people.  As good as the meetings were, more than 50% of the Kachess members did not attend.  Who knows what they could have brought to the table?

The input at the two meetings was substantial enough that we are going to reevaluate some of the plans.  For instance:

  1. We are looking into only replacing the mains where needed or not replacing the mains at all.  Although we expect to replace them, we are seeking a third opinion and estimate.

  2. We are going to look at offering all residents a chance to pay their assessment all at once next year to avoid the loan fees and interest.

  3. We are also going to hire a project manager to oversee the project.  We already have a water system manager on retainer who will be invaluable through out the water pipe replacement.

We have until next spring before we break ground.  In the meantime we will continue to look at ways to reduce the project costs without compromising our goal to make the water system dependable for the next 30 to 50 years and to put an overlay on our roads without the fear of continual breakage of our lines.

This project will be closely monitored and updates will be sent out periodically.  We take seriously the trust you have given us.  We expect that the first assessment will be due next spring.  Thank you for your support.
